FLPPS: Advanced regional HIE adoption for Medicaid providers

As we integrate our broad partnership to connect clinical and social services in support of Medicaid Redesign, our partnership with the Rochester RHIO continues to make significant gains throughout our region. FLPPS continues to absorb all one-time fees associated with connecting FLPPS Partners to the following RHIO Services:
  • Core Services (Basic Alerts, DIRECT Messaging, Explore Query Portal)
  • MyResults Delivered
  • Bi-Directional Connectivity of Certified EHR & Care Management Systems
Since November 2015, the RHIO-FLPPS partnership has fostered growth in adoption of RHIO HIE services by more than 100% among clinical, community-based, and administrative service providers for FLPPS Partner organizations. Our goal, through this interoperability, is for a patient to be able to enter the system at any service point and for their provider to have a holistic view of their needs to provide the right care at the right time.

FLPPS is currently researching the additional fees that EHR or Care Management vendors charge FLPPS Partners for RHIO integration. Soon FLPPS Partners will receive a survey to assist in the estimation of cost and impact to our FLPPS Partners.
 

Let your voice be heard: Participants encouraged to comment on proposed consent model changes

The New York e-Health Collaborative (NYeC), in partnership with the New York State Department of Health (DOH), encourages members of the public to share comments and discussion about a proposal to modify the consent model framework governing the Statewide Health Information Network for New York (SHIN-NY). The Rochester RHIO is encouraging residents and participants in its 13-county region to review and share their opinions about the proposed changes

The proposed changes stem from an analysis of the SHIN-NY consent rules that DOH, NYeC, and other stakeholders undertook in the past year. For two of the proposals, regarding patient alerts and alternative consent forms, DOH is proposing language to modify the Privacy and Security Policies and Procedures for Qualified Entities (QE) and their participants in New York State (the Policies). DOH oversees the policies, which set forth the privacy rules that govern exchanges through QEs. Rochester RHIO is a qualified entity.

There are two sets of proposed changes—the first to be implemented in the short term, and another set for longer term consideration. The comments deadline for the short-term proposals has passed, but there is still time to comment on the mid-to-long-term proposals by May 12, 2017. New York State residents should submit comments via email to publiccomments@nyehealth.org. All comments will be taken into consideration as the policies are modified.
 

Apply for RHIO services online: Alerts and eMOLST (SSO) go electronic

At Rochester RHIO, we continue the transition to electronic applications. The next set to announce are the new, online Basic Alerts and eMOLST (SSO) applications. The electronic application allows RHIO Administrators to authorize their user access for Basic Alerts and eMOLST Single Sign-on via our secure, online Provider Portal. After logging in, RHIO Admins can click “Forms” in the upper right hand corner of the portal. Admins then complete the application for a user within their organization and click “Submit.” Then our team will begin processing the application!

After logging in, RHIO Admins can click “Applications” in the upper left hand corner of the page. Complete the application for a user within your organization and click “Submit.” This creates a reference number and case where our team will begin processing the application and issue services!

These electronic applications will eventually replace mailed, emailed or faxed paper enrollment applications. Next up in the electronic applications transition are MyResults Delivered including IERD and Filters.

Notice: Medical Director job opening!

The Rochester RHIO has an opening for a part-time Medical Director. Applications will be accepted until Friday May 19, 2017.

The Medical Director will represent the Rochester RHIO as the clinical liaison in a variety of clinical settings with employed and independent community physicians and physician leaders. The Medical Director will evaluate clinical and community quality reporting needs, investigate capabilities of EHRs used in the community and develop strategies for how RHIO data can be used as a community resource to support quality reporting needs for the transition to Value Based Payment. The Medical Director will research and lead the effort to attain accreditation(s) needed to support quality reporting, (e.g. MACRA).
