Beijing's stricter vehicle ownership controls fall short of a quick fix
Beijing's municipal government announced it will further constrict vehicle quota control regulation starting in 2014. The annual vehicle increases in China's capital city will be reduced from 240,000 to 150,000 - a policy that will cap total vehicle ownership in Beijing at six million by 2017. Although stricter vehicle ownership control is a positive step towards mitigating escalating private motorization in the city, EMBARQ China argues that in order to achieve long-term viability, the measure must be coordinated with complementary interventions that will reign in car use among the existing vehicle stock, and enable a shift towards alternative, sustainable modes of transport. Applications can be submitted until December 20, 2013. (read more)

New mobility law initiative underway in Mexico City
In an effort to better regulate mobility in Mexico City, the Legislative Assembly of the Federal District asked EMBARQ Mexico to establish a dialogue on the need for a new mobility law in the city. EMBARQ Mexico responded with recommendations that provide a framework for the new mobility law, and which are transferable to any city considering mobility regulation. The central priorities outlined by EMBARQ Mexico are equitable mobility rights and infrastructure for users across all modes of transport - particularly public and non-motorized transport, crucial to discouraging car use - and universal access for all urban residents. Through cooperation with Mexico City's government, EMBARQ Mexico is working to develop a path towards a sustainable, healthy, and livable city. (read more)
