May was a busy time for us as we showcased our work across different national and international platforms as part of our commitment to knowledge sharing. The Resilient Cities 2017 edition which was held in the first week of May in Bonn, Germany, featured participants from more than 55 countries, 40 sessions and a number of side events, making the Congress an outstanding platform for learning, sharing ideas, and creating solutions. In Berlin, the LEDS Global Partnership (ICLEI SA hosts the regional secretariat, the Asia LEDS Partnership) along with UNDP and GIZ, collaborated with the NDC Partnership to organize the Global NDC Conference 2017, focusing on integrated governance, finance and transparency for delivering climate goals which saw representation from over 80 countries. In Malaysia, we participated in the Melaka Sustainable Cities Conference 2017 where we conducted a session on the preparation of greenhouse gas (GHG) inventories. ICLEI South Asia was well represented at the 3rd Smart Cities Expo where we contributed to discussions around challenges and solutions related to buildings, transport, health, urban biodiversity and water.

Meanwhile, we continued to engage with our partners in cities across India. Our consultations with the stakeholders in Rajkot are helping to shape the development of green building policy guidelines for the city. In Udaipur, we were able to successfully execute the trial pilot of a parking management plan for Ashwani Bazaar road with the involvement of the Corporation and other city officials. In Kishangarh, work on the city’s integrated water action plans, under the Rapid IUWM project, has commenced with the support of the Corporation and stakeholders.

The Mayor of Kushtia, Bangladesh, talks to us about how an engagement building grant of the Rockefeller Foundation, administered by ICLEI South Asia is supporting their community to build flood resilience and a colleague takes us through the origins of the term Sustainability in a blog series that explores the wisdom in traditional and indigenous practices, which are applicable even today.

Rapid IUWM: Rapid Integrated Urban Water Management Planning and Implementation

Scaling up initiatives implemented under the AdoptIUWM project in Kishangarh city, ICLEI South Asia initiated the Rapid Integrated Urban Water Management Planning and Implementation Project. The project is supported by Global Water Partnership (GWP), in association with India Water Partnership- IWP) and aims to strengthen the Integrated Urban Water Management Approach in the city focussing on cleaner catchments and local water security.

Global NDC Conference 2017 held in Berlin

The Global NDC Conference was held in Berlin, Germany from the 2nd -6th of May, 2017. The theme for 2017 focused on integrated governance, finance and transparency for delivering climate goals. Jointly organized by the LEDS GP, the GIZ Supported Project for the Implementation of the Paris Agreement (SPA), and the UNDP Low Emission Capacity Building (LECB) Programme, in collaboration with the NDC Partnership, the Conference advanced the implementation of NDCs and low emission development strategies globally and nationally.

80 countries participated in the three day event with representation from governments, selected multilateral and bilateral institutions, think tanks, and private sector bodies.

ICLEI South Asia conducts City GHG Emission Inventory Training in Malaysia

ICLEI South Asia conducted a training session on the preparation of greenhouse gas (GHG) inventories on the 3rd of May, 2017, in Melaka, Malaysia, at the launch event of the Global Environment Facility’s (GEF) Sustainable Cities Integrated Approach Pilot in Malaysia, implemented by the United Nations Industrial Development Organization. The Melaka Sustainable Cities Conference 2017 held on the 3rd of May, 2017 marked the launch of the Sustainable City Development in Malaysia project (2017-2020) and drew both local and international participants.

ICLEI South Asia at the Smart Cities India Expo 2017

Recognizing smart cities as an important platform to drive progressive change, the 3rd Smart Cities India Expo was held from the 10th to the 12th of May, 2017 at Pragati Maidan, New Delhi. The three day event facilitated discussions around the challenges and solutions related to the sectors of buildings, solar energy, transport, urban biodiversity and water.

ICLEI South Asia participated across several parallel sessions on all three days highlighting work that fits in with the Smart Cities Mission. Projects that were presented at the Expo included ‘Supporting Smart Urban Mobility and Built Environment in Indian Cities’ funded by the Shakti Sustainable Energy Foundation; ‘Capacity Building Project on Low Carbon and Climate Resilient City Development in India’ (CapaCITIES) supported by the Swiss Agency for Development and Coordination; and ‘Integrated sub-national action for Biodiversity’ (INTERACT-Bio) funded by BMUB.

Ongoing Consultations to develop Green Building Policy Guidelines under BEA

The development of green building policy guidelines for Rajkot city under the “Building Efficiency Accelerator” project is progressing well. The initial draft of the guidelines was discussed with the concerned stakeholders during a workshop in Rajkot in March 2017. Since then, the team has been conducting one on one consultations with various experts and stakeholders in the field of building development within the region.

Parking Management Plan piloted for Ashwini Bazaar, Udaipur

ICLEI South Asia, through the project-‘Supporting Smart Urban Mobility and Built Environment’, financed by Shakti Sustainable Energy Foundation, carried out pilot experimentation of a parking management plan at Ashwani Bazaar road in Udaipur. The plan was prepared after discussions with city stakeholders such as officials from the Corporation, Traffic Police and representatives from Ashwini Bazaar Market Association.

The onsite demonstration was carried out on the 16th of May, 2017, with Corporation Engineers and support staff on a small stretch of the road using temporary demarcation of spaces (footpaths, parking bays, driveways). The local media and the Corporation promoted the pilot rigorously, contributing to its successful implementation.

Inviting EOI under CapaCITIES for Climate Exposure Analysis

The CapaCITIES project intends to develop a climate action plan for integrating climate concerns in city development. In order to develop the action plan, it is important to build evidence of changing climate patterns, forecast future scenarios and assess the climate exposure in the four project cities. Through the project, city level and local region level climate profiles for Coimbatore, Rajkot, Siliguri and Udaipur will be developed. The study to develop these climate profiles will include trend analysis of past climatic events with regard to rainfall, temperature and humidity, development of intensity, duration and frequency curves for 2 years, 10 years and 100 years based on historic data and forecasting climate data (2035 and 2050). A detailed ToR for the selection of the expert to carry out the study has been developed and the process of invitation of technical and financial bids has been initiated.

Enabling Private Sector Clean Energy Investment in Southeast and South Asia: Workshop Report

The Asia LEDS Partnership, in collaboration with the USAID-funded Climate Economic Analysis for Development, Investment and Resilience (CEADIR) Activity, the Clean Energy Investment Accelerator, and Bloomberg New Energy Finance, conducted a workshop on “Enabling Private Sector Clean Energy Investment in Southeast and South Asia” on March 27-28, 2017, in Bangkok, Thailand, to discuss near-term opportunities to scale up clean energy (CE) investment in the region. Take a look at the proceedings of the workshop to find out what the key takeaways of the workshop were.

Outcomes of the workshop also included a summary of private sector recommendations to governments on priority actions to accelerate clean energy investment in the region in order to achieve both corporate and country goals.


Supporting Smart Urban Mobility and Built Environment in Indian Cities: Final Report Series

Implemented during period of October 2015 to January 2017, the main objectives of the project were to broadly engage with state level officials in two states and have continuous on ground engagement with targeted authorities in cities on projects carried out under the Smart Cities Mission (SCM) concerning urban transport and built environment. This project also included an assessment of the existing urban transport scenario in the identified cities of each state as well providing handholding support to city teams for smooth initiation of the SCM.

The report series presents the engagement process with the four project cities, the activities undertaken, the outputs and outcomes of these activities under the project along with the next steps/way forward.
