Online:
Create an effective website. Over 70% of consumers do research online before making a purchase - and those numbers are only growing. It's not enough to have a website. You need to have a user-friendly, informative site. It's not about you, it's about them.
Build your list and stay in touch. An opt-in form on your website is a must - and pretty obvious. But is your opt-in in your email signature? Are you adding the names you've collected at business functions? Once you have your list - and even if you're still building it - stay in touch with your contacts by providing useful information.
Create inbound links to your site. Become an active participant in social media (see more below) to develop online buzz about - and links to - your website. Social media is more than a fad, it is a very real way to connect with potential customers and business partners.
Track your stats. Google Analytics is a free and simple tool to track your online statistics. Your email distribution service (Constant Contact, Mail Chimp, Vertical Response) should provide you will information about your email campaigns. Read it! At the very least you'll know who's opened your email and who you should follow up with.
Offline:
Advertise off-line in creative ways. One of my best clients saw the magnetic sign on my car at the post office. That $200 investment more than paid for itself.
Create partnerships and cross promotions. By working with businesses that compliment yours, you can create more attractive offers and significantly increase your reach. Think of a dog groomer who partners with a pet shop or the technology designer that works with contractors.
Create publicity and press releases. A well-written press release can get you "ink" online and off. Free "how tos" abound on the web or you can work with a local pro.

Create a marketing calendar. Think ahead to important dates (holidays, industry conventions, etc.) and build around them.
Monthly; eNewsletter, direct mail campaign, stagger distribution
Quarterly; press release, article for trade publication
Annually; holiday mailing (bonus if you pick a holiday other than Christmas or New Year's)
