1. Save Your City: When State Budget Impacts are Local
On Monday, June 1, Mayor Christy Weir will join leaders from the 10 cities in Ventura County to sign a joint declaration that challenges Governor Schwarzenegger and the State Legislature not to balance the budget on the backs of local government.
Mayor Weir:
“In Ventura, we are committed not to spend money we don’t have. So this spring, faced with a steep drop in revenue because of the economic crisis, we cut spending by $11 million:
- All our staff agreed to reduce their salaries over the next 15 months by at least 5 percent.
- We made deep cuts in services and expenses, including reducing street maintenance, police patrols, beach lifeguards, park repairs, downtown police patrol and services to seniors.
-
We eliminated nearly 40 jobs, leaving us with a smaller staff than we had back in 1991.
These were hard choices. But in local government, the buck stops here.
The State wants to pass the buck. Instead of making the hard choices, they want to force us to make them.
But we already have. We can’t afford the $2.8 million in property tax funding they would take from us on top of the cuts we’ve already made.
Ventura has balanced our budget. California must do the same.

8. City Manager’s Blog: State “Borrowing” from Cities - Robbing Peter to Pay Paul
Ventura City Manager Rick Cole gives immediate insight into breaking news. In his latest post, Cole warns of the significant local impact the Stat’s budget woes could have.
“Facing a huge deficit, Governor Schwarzenegger is proposing to ‘borrow’ two billion dollars from cities and counties. Of course, cities and counties are up in arms. Faced with their own revenue shortfalls, they are already making deep cuts in local services. Facing the third raid on local revenues in twenty years, they are appealing to voter anger against Sacramento politicians.
Ventura would lose $2.8 million in property tax revenue.”
