OIL SPILL

Executive Director Ellen Johnck recently met with Senator Dianne Feinstein in Washington, D.C. to discuss oil spill response, S.F. Bay navigation channel safety and reliability and federal dredging appropriations.

John Briscoe (Briscoe, Ivester & Basel, LLP) offers his thoughts on the oil spill and reminds us of the environmental damage caused by Iraq during the Gulf War in a paper he presented a few years ago in London at the IMO. [more]

Jim McGrath, former Environmental Manager at the Port of Oakland, has been appointed to the SF Bay Regional Water Quality Control Board; 4 vacancies remain out of nine positions. BPC members are encouraged to submit names of prospective nominees to Executive Director Johnck, who is developing a list of endorsed candidates for recommendation to the Governor [submit names]

SF Bay Regional Water Quality Control Board has released for public comment a revised proposed Basin Plan amendment to establish a total maximum daily load (TMDL) for PCBs in San Francisco Bay and related implementation plan, and has added an additional 45-day comment period on the revised documents [more]

The Bay Area Air Quality Management District has begun a series of workshops to discuss a District regulation that will be developed over the next several months and will require emission inventories and emission reduction plans for Bay Area seaports [meeting notice] [regulation draft]

The California State Coastal Conservancy is the CEQA Lead Agency for the San Francisco Bay Area Water Trail Plan. Trailheads are being considered for 112 locations in 9 Bay Area counties. The Notice of Preparation, Initial Study, and Water Trail Plan are available for review on their website. BCDC has posted a Notice of Proposed Amendments to Regulations that Govern Dredging [more]

USACE has published the results of the first year of a three-year salmon tracking study. The study is a collaboration among USACE (funded by the LTMS Environmental Windows program), BPC members (Port of San Francisco, Oakland, Stockton and Paradise Cay Homeowners Association) and UC Davis. The goal is to determine the speed and travel pathways of winter chinook salmon thereby building a base of scientific information to support the state and federal fishery agencies' decisionmaking on dredging and related marine construction  [more]
