• AB 32 Scoping Plan Web Dialogue: Join Right Now! It's not too late to join local government colleagues from across the state, along with representatives from the California Air Resources Board (ARB). This three-day web dialogue--which ends tomorrow, August 13 at 5 p.m.--is a unique opportunity for municipalities and counties to share their recommendations on what the scoping plan needs to include and what resources are needed to enable local governments to achieve California's climate protection goals.

• Local Government Operations Protocol Update: On August 1, ICLEI and its partners finished compiling public comments and responses (view them here) to the draft Local Government Operations Protocol. The Protocol will be considered by the California Climate Action Registry (CCAR) Board today (August 12) in Los Angeles. ARB is expected to adopt the Protocol by the end of August, and ICLEI shortly thereafter.

• California Assembly Bill 811 update: On July 22, AB 811  was signed into law (view it here), giving statutory authority to California municipalities to provide low-cost loans to homeowners to cover the costs of installing solar panels or make energy-saving improvements to their homes. • Marin County launches Marin Clean Energy (MCE), a proposed Community Choice Aggregation (CCA) plan. MCE aims to reduce Marin's greenhouse gas emissions and increase local revenues by allowing cities and towns to directly and collectively buy renewable power, while PG&E would continue to be responsible for the transmission lines, billing, and other duties. • San Joaquin County signs the Cool Counties declaration to reduce its emissions.
