ICLEI is pleased to announce the public release of the draft Local Government Operations Protocol for public review and comment. This Protocol will serve as the greenhouse gas accounting and reporting standard for local government operations across the United States. Staff is soliciting written comments on the Protocol over the next 30 days. ICLEI will host a webinar to provide additional information and answer questions on July 7.

Air Resources Board (ARB) to Release Draft Scoping Plan June 26
California’s Air Resources Board (ARB) is nearing completion of a draft Scoping Plan with the main strategies California will use in implementing the Global Warming Solutions Act (AB-32). The plan will outline a implementation blueprint consisting of new
regulations, incentives, and programs to meet the goals set forth in
AB-32. The draft will be presented to the ARB Board on June 26th in
Sacramento and via webcast. The Scoping Plan will be open for public review in a series of stakeholder workshops across the state,and
will be finalized by the ARB Board in November.

Land Use Subcommittee Draft Recommendations Released
The Land Use Subcommittee of Governor Schwarzenegger’s Climate Action
Team (LUSCAT) has released its draft recommendations to ARB for new
changes related to land use and transportation planning to be included
in the AB 32 Scoping Plan. ICLEI was a participant in the LUSCAT
Subcommittee, which provided a broad range of recommended strategies
and measures related to land use. The LUSCAT recommendations, along
with ARB’s Haagen-Smit Symposium, provided two important input son
strategies to inform local government land use planning decisions to
ensure the AB32 Goals are met.

US Senate Blocks Climate Legislation: Earlier this month the Senate blocked the Climate Security Act sponsored by Senators Boxer (D-CA), Lieberman (I-CT), and Warner (R-VA). Climate change policy is expected to be high on the agenda for the next President and Congress. In the meantime, despite the final vote there is finally momentum and action in Washington after years of sitting on the sidelines and standing in the way. ICLEI has drafted a template op-ed for our members to use with their local media.

EJAC Conference Call to discuss AB 32 Public Health/Vulnerability Analysis
June 20th 3:30 PM to 4:30 PM
The Global Warming Environmental Justice Advisory Committee (EJAC) will
hold a conference call to formulate a recommendation on how ARB should approach the
public health/vulnerable community analysis for the Scoping Plan and
subsequent regulations adopted under AB 32.

West Contra Costa County GHG Roundtable
June 25, 2008
Representatives from jurisdictions in West Contra Costa
- including El Cerrito, Richmond, San Pablo, Pinole and Contra Costa
