Oil's Dropped, but Price Contracts Haven't Washington Post 10.29.08

As oil prices were spiking in July, Southwest Airlines chief executive Gary C. Kelly told a conference that his company was "very well prepared to weather the storm" and "prepared for $4 jet fuel." But it turned out that what Southwest wasn't ready for was $2 jet fuel.  Light, sweet crude for December delivery settled at $67.50 a barrel yesterday on the New York Mercantile Exchange. But many airlines, spooked by forecasts by analysts such as
those at Goldman Sachs who were predicting $200-a-barrel crude oil, locked in prices higher than yesterday's for large portions of their fuel needs.
Even professional traders have been burned. T. Boone Pickens, whose BP Capital fund lost 33 percent in July and 9 percent in August, lost 21 percent in September. In a recent television interview with Charlie Rose, Pickens said he had lost about $2 billion.

NEW YORK -- The tight credit market is forcing weak links in the heating oil
supply chain, from wholesale suppliers to homeowners, into the cold. Borrowed cash infuses nearly every step of the supply networks that bring
heating oil from refiners to individual homeowners and businesses. For
wholesale suppliers and door-to-door distributors, loans cover the weeks or
months between when fuel is purchased and when it is sold to the next step on the chain.

FUEL ASSISTANCE CHANGES

On October 22, heating fuel dealers were asked by the Agency of Human Services to sign an addendum to the existing fuel assistance contract or face decertification.

A fuel assistance discount was proposed and rejected in April after a lengthy study and hearing. Now it is back just before the start of the heating season. Dealers that choose to participate have had little time to prepare for this additional administrative and financial burden.  Furthermore, oilheat and propane companies bear the burden alone. The natural gas utility is not required to discount to fuel assistance customers. Electric utilities, wood, pellet and coal providers do not face similar mandates.  The Shaws Corporation is not required to discount bread and milk sold to food stamp recipients.

The Agency of Human Services requires the contract addendum to be returned by October 31st. However, dealers that have not returned the addendum will be contacted by the fuel assistance office to determine whether they in fact do not wish to participate in the program.  VFDA has compiled a list of frequently asked questions about the new requirements.  CLICK HERE to learn more.
