NEWS FROM WASHINGTON

This week President Bush signed into law a funding measure that:

• Doubles federal Low Income Home Energy Assistance Program (LIHEAP) to the full amount authorized, $5.1 billion.

• Doubles federal Weatherization Assistance Program funding to $477 million.

• Adds $13.1 million in funding for the Commodity Futures Trading Commission (CFTC), the principle U.S. regulator of commodities trading.

• Allows for offshore drilling by allowing the federal moratorium to expire, as of October 1, 2008. Democratic leaders have promised to propose new restrictions next year, but may have trouble doing so if Republicans maintain at least 40 seats in the Senate (likely) needed to block this legislation. Most members of Congress acknowledge that the ban will not likely be renewed.

This week the Senate passed the "Emergency Economic Stabilization Act,"  which provides up to $700 billion to the Secretary of Treasury to buy troubled mortgages and other assets in an effort to remove bad debt from financial institutions. The bill would extend the one dollar per gallon production tax credit for biodiesel through 2009. The bill also extends the one dollar per gallon production tax credit for diesel fuel created from biomass. Diesel fuel created by co-processing biomass with other feedstocks would also be eligible for the one dollar per gallon tax credit. The legislation would also close the "splash and dash" loophole.  Overall, the tax incentives in the bill would cost an estimated $17 billion over ten years most of which would be offset by repealing some of the current manufacturing tax deductions for major oil companies.   Oil speculation language was not included. The Senate has yet to take up the "Stop Excessive Energy Speculation Act of 2008."

Heating Safety Still a Hot Topic The Department of Fire Safety has launched a Safe and Warm Education Project.  It is projected that the fire / rescue service will see a considerable increase in residential fires and carbon monoxide incidents because of the increased use of alternative heating devices.  The division’s fire education section has been developing and presenting heating safety education to the public.
