Community Services Block Grant - Recovery Program (CSBG-R)

The Chester County Department of Community Development (DCD) recently released a Request for Qualifications for Homeless Prevention and Rapid Re-Housing Program (HPRP) activities (details below).

An additional funding stream has been added to this application process to include proposals from agencies to provide eligible services under the Community Services Block Grant - Recovery (CSBG-R) Program.

The purpose of CSBG-R is to provide services in the following priority areas:

Coordination with the provision of housing;

Financial literacy training, including training in the economics of home repair and renovation;

Job training to create or preserve job opportunities, and;

Integration of immigrant communities

Income eligibility levels for CSBG-R services have been raised from 125% of the Federal Poverty Guideline to 200% for Program Years 2009 and 2010.

Homeless Prevention & Rapid Re-Housing Program (HPRP)

DCD is seeking written submissions from community service agencies describing the agency’s qualifications to:

Provide intensive case management services to eligible participants under the HPRP, and;
Provide financial assistance services to eligible participants under the HPRP.

Please also note the 5 proposed case management coverage areas in this map.

The purpose of HPRP is to provide financial assistance and intensive case management services to either prevent individuals and families from becoming homeless or to help those who are experiencing homelessness to be quickly re-housed and stabilized.

Deadline Remains Unchanged

Responses must be received by 4:00 p.m. Friday, June 26, 2009.

Responses should be labeled “HPRP" and/or "CSBG-R” and submitted to:
