HOME Investment Partnership Program

The U.S. Department of Housing and Urban Development (HUD) administers the HOME program, which helps to expand the supply of decent, affordable housing for low and very low- income families.  As a participating jurisdiction, the Chester County Department of Community Development (DCD) uses HOME grants to fund housing programs which meet local needs and priorities. finallogoonlyforwebsite.jpg

One of the major goals of the HOME Affordable Housing program is to provide funding for affordable rental properties to eligible individuals and families. Two local examples where DCD has committed funds for this purpose include the Elmwood Garden Apartments in Coatesville and the Cedarwoods Apartments in Kennett Square.

Although a significant portion of HOME funds continue to be used for rental housing assistance, there is a growing trend to put HOME to work in helping low-income families purchase their own houses.

Once a family or an individual has the opportunity to afford a mortgage, the HOME program can provide funding through the First Time Homebuyer Program in the form of downpayment assistance.  DCD works with the Housing Partnership of Chester County to execute many housing-related programs. 
Local examples where homebuyer funding has been provided include the Cambria Development in Coatesville and Las Rosas in Kennett Square.
Positive Homeownership News!
On July 10, 2009, the first of two homebuyer closings went through for our most recent homebuyer property, located in Kennett Square (see picture below).  This is a twin home that has 4 bedrooms and 2.5 baths.  

The first family to buy their home actually lived at Cedarwoods Apartments.  The husband works for Kaolin Mushrooms and the wife works in the Kennett Square School District.  They have four children who are very excited to be living in their own home!
