| County Funds the Urban Centers Over $38 million Since 2002 |

The Chester County Commissioners have provided over $38 million in Community Revitalization Program (CRP) and Community Development Block Grant (CDBG) funds to the Urban Centers since 2002.
The Chester County Department of Community Development (DCD) facilitates the use of these program funds and provides technical assistance for community development efforts in Chester County, including neighborhood revitalization, acquisition, construction, and/or rehabilitation of community buildings, as well as public works activities such as water main installation, street and curb repairs, or streetscape improvement projects.

The Community Development Block Grant is a federal program administered by the U.S. Department of Housing and Urban Development (HUD). The CDBG program works to ensure decent affordable housing, to provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses. CDBG is also used for infrastructure revitalization projects that will benefit low- and moderate-income individuals and areas.
Based on the 2000 census and HUD low- to moderate-income summary data, thirty-two municipalities contain low- and moderate-income areas eligible to receive CDBG assistance in Chester County.

The Community Revitalization Program is sponsored by the Chester County Board of Commissioners. CRP provides County grant funds to Urban Centers with active Urban Revitalization Plans for municipal infrastructure improvement projects.
Urban Centers are geographical areas of relatively high population density constituting a city or a town. The purpose of CRP is to maintain viable communities in the 15 Boroughs and City of Coatesville by ensuring that the infrastructure needs of businesses and residents in these Urban Centers are adequately maintained and improved.

Highlighting Completed Construction Projects from 2008
Two examples of CRP-funded activities completed in 2008 are shown below.
Spring City, PA - Waste water treatment plant upgrade:
Construction of a flow equalization tank to increase capacity of Spring City's waste water treatment plant, especially during wet-weather events.
Project Funding: $1,000,000 CRP and $198,150 municpal match.

Atglen, PA - Streetscape and water system improvements:
Installation of street paving, curbs, ramps, sidewalks, storm sewer and water infrastructure improvements along Main Street in Atglen.
Project Funding: $251,761 CRP and $20,897 municipal match.
