PennDOT recently announced another round of a funding program called the Pennsylvania Community Transportation Initiative (PCTI), which will provide $24 million statewide over two years for planning, design, and/or construction of transportation projects that support Smart Transportation and link land use with transportation planning.
More information about Smart Transportation and PCTI can be found online at http://www.smart-transportation.com. The Application and a Program Guide are also available online. The Program Guide specifies eligibility and other program requirements and includes an appendix with Frequently Asked Questions.
Below is a list of highlights from the Program Guide that may help you to identify potential projects:

Project must be ready to start within a year; funds must be obligated by 6/30/12 and bid by 8/12/12 (for construction projects);

Projects may be awarded up to $1.5 million, with a $300,000 cap on any planning proposals;

A local match is not required, but local funds will help to demonstrate local support and are considered beneficial;

This is a cost-reimbursement program, so project sponsors must be able to pay for work and submit invoices to PennDOT for reimbursement;

Since this program utilizes federal and state transportation funds, all projects must meet applicable federal and state guidelines, eligibility, and regulations;

Projects will be selected based on the degree to which the project supports Smart Transportation Themes and meets implementation criteria;

Applications are due to PennDOT by Wednesday, September 15, 2010.
