Qualified Plug-in Electric Vehicle Credit
On June 12, 2009 the IRS issued Notice 2009-54, which sets forth a process for manufacturers to certify that a particular vehicle meets the requirements of the new qualified plug-in electric drive motor vehicle credit under I.R.C. section 30D -- as enacted in the American Recovery and Reinvestment Act of 2009 (P.L. 111-5). Taxpayers purchasing such vehicles can rely on the domestic manufacturer’s (or, in the case of a foreign manufacturer, its domestic distributor’s) certification that both a particular make, model, and model year of vehicle qualifies as a plug-in electric drive motor vehicle under I.R.C section 30D, and the amount of the credit allowable with respect to the vehicle.
Update on Clean Technology Grants
On June 26, 2009 the House approved legislation (H.R. 2998) that is intended to significantly reduce greenhouse gas emissions between 2012 and 2050 through an economy-wide cap-and-trade program, among other energy-related initiatives. Notably, the bill includes a provision that would allow the Secretary of Energy to provide grants to nonprofit organizations that conduct competitive programs to identify and support start-up businesses proposing products or services in the area of clean technology.
