Timothy A. Wise, Jayati Ghosh, and others have contributed to the ongoing debate over the role of financial speculation in the recent surges in agricultural commodity prices. Wise’s piece, “Food Price Volatility: Market fundamentals and commodity speculation,” stimulated an engaging debate over the issue, just as U.S. regulators consider rules to restrict financial speculators. Efforts to Reform U.S. Policy on Capital Controls
Kevin Gallagher has continued his work to reform U.S. trade rules on investment. His new working paper, “Regaining Control? Capital Controls and the Global Financial Crisis,” shows how some developing countries have used capital controls effectively to mitigate the effects of the financial crisis. GDAE and the Institute for Policy Studies initiated a sign-on letter from more than 250 economists to the Obama Administrations, citing the new academic consensus on the value of capital controls and urging reforms of U.S. trade agreement language that prohibits their use. Unfortunately, early indications from the ongoing TransPacific Partnership negotiations suggest little change in U.S. policy. Read more on GDAE’s work on capital controls and foreign investment.
GDAE released the Social Sciences Library (SSL), a digital collection of social sciences reference materials, and is now beginning the free distribution of the resource to university libraries in the developing world that do not have full access to social science journals and articles. The collection includes nearly 10,000 entries in a searchable database, with more than 3,000 of the resources included in digital form. You can read more about the project and view the library. Timothy A. Wise was quoted in two recent McClatchy news wire stories on corn in Mexico, based in part on his work on agricultural dumping. Mexico, cradle of corn, finds its noble grain under assault, Feb. 2, 2011, focuses on the contentious issue of genetically modified corn. In the Feb. 1 article, Free trade: As U.S. corn flows south, Mexicans stop farming, the author explores the impact of NAFTA on small-scale Mexican farmers. Wise’s commentaries also appeared in recent story in In These Times, and in InterAmerican Dialogue’s Latin American Advisor. The World Policy Journal included his comments on how to sustain the economic recovery. Kevin Gallagher was quoted in the recent Reuters article, "Rising China threatens U.S. clout in Latin America", based on his work on China's investment in Latin America. Gallagher's op-ed, "Obama's Tricky Trip to El Salvador" was also recently featured as a commentary in Policy Innovations.
