We are pleased to welcome you to issue number 77 of the Youth Policy Watch. In this issue, read about the effects of youth unemployment in Europe, a review of the Irish Presidency and what the Domestic Workers Convention could mean to young people if implemented.

Youth Unemployment Increases Could Spark Social Unrest in Europe

ts_pic_77_3.jpgThe European Commission’s Fourth Quarterly Review in employment and the social situation in Europe reveals a deepening social crisis. Youth unemployment in many countries is more than twice as high as that of the adult population and over 30 per cent of young people are at risk of poverty or social exclusion. The report highlights that generally employment receded in Europe and unemployment continued to rise, while households’ financial situation remained serious.

Analysis: The Irish Presidency and Youth

On the 1st of January 2013, Ireland assumed the Presidency of the Council of the European Union with the objectives of stability, jobs and growth to achieve. Under the Irish Presidency, €6 billion of resources under the Multi-Financial Framework for 2014-2020 has been set to support EU’s Youth Employment initiative.

With this, the Presidency achieved one of its objectives, a resolution on the Youth Guarantee.

The Second Phase of the Structured Dialogue’s Third Cycle Focuses on Solutions

As the first phase of the third cycle of the Structured Dialogue on Youth comes to an end in May, work has began on the guiding questions for the second phase of the third cycle. The focus in this phase will address possible solutions for social inclusion of young people, building towards the recommendations that will be discussed in the third phase.

The European Steering Committee has just launched the second phase of the third cycle of structured dialogue with young people on social inclusion.

Europe’s National Youth Councils Advocate for Strong Youth Organisations

Over the past few months, National Youth Councils across the EU have been advocating for a more youth friendly Multi-Financial Framework (MFF) for 2014-2020.

The European Commission urges Member States to Implement ILO Domestic Workers Convention

Last month, the European Commission presented a proposal for a Council Decision to authorise EU countries to ratify the International Labour Organization’s (ILO) 2011 Convention concerning decent work for domestic workers.

The ILO Convention advocates for member states to ensure fair and decent conditions for domestic workers by protecting their fundamental labour related rights, preventing abuse and violence and establishing safeguards for young domestic workers.

European Commission to assess State of National Justice Systems

On the 27th March, the European Commission revealed the European Justice Scoreboard, a new comparative tool to promote effectiveness of justice systems in the European Union. The European Justice Scoreboard aims to provide objective, reliable and comparable data on the functioning of the justice systems in all 27 members states. It is hoped that this will improve the quality, independence and efficiency of judicial systems, which is also part of the EU’s economic policy coordination process under the European Semester that is aimed at economic growth and job creation.
