Greetings from the
Initiative for Policy Dialogue. It is our pleasure to share with you our
activities for the second half of 2011.
iPD 's network draws from decades of experience in the field to offer
insight on the most pressing issues in today's world economy. Our recent
conferences have had a particular focus on financial markets reform and global
governance, with two conferences in Latin America and a third hosted by the Pardee Center
at Boston University.
Since our last
Newsletter in the Spring, we have published a new volume of the Journal of
Globalization and Development, a Handbook of Latin American Economics and a range of policy briefs and working papers. We have outlined some of these
below with all the details available on our website (www.policydialogue.org).
We recently moved to
a new office – so please update the details you have for our address to: 420

iPD has also made improvements to our website, including adding a Video section
where you can watch and listen to interviews with our Team. We have also
increased our active presence in the social media sphere, developing a loyal
following on Twitter (@policy_dialogue) and Facebook (InitiativeforPolicyDialogue) through our regular updates on topics
of interest in global economy and development. We invite you to join us there

Initiative for Policy Dialogue Spotlight on Recent Events
Meeting on Managing the Capital Account and Regulating the Financial Sector Rio
de Janeiro, August 23-24,
2011
Rio de Janeiro, August 23-24, 2011: iPD hosted a private
conference at the Brazilian Development Bank, in partnership with UN DESA, IPEA
and FEPS. The conference focused on the important subject of financial markets
reform with particular attention to prudent management of the capital account,
developing country domestic regulatory regime strategies and the state of
international regulation since the financial crisis. The impetus for the
meeting was the need for more discussion on how to best implement
counter-cyclical and macro-prudential elements to address these issues.

José Antonio Ocampo and Stephany
Griffith-Jones of the Initiative for Policy Dialogue and Ernst Stetter of the
Foundation for European Progressive Studies (FEPS) co-hosted a conference
entitled Towards Inclusive Development in
Latin America and Chile. The conference brought together experts and
leaders from academic and policy sectors (both international and Chilean) to
discuss the challenges of designing a strategy for inclusive and sustainable
development in Latin America and Chile.

Other Recent Events
Managing Capital Flows for Long Run Development
Boston, September 16, 2011: Co-hosted with The Frederick S. Pardee
Center for the Study of the Longer-Range Future at Boston University, this Pardee
Center Task Force meeting addressed important questions on whether and how
capital investments between developed and developing countries should be
“regulated” or “managed”. The meeting was convened by Pardee Center Faculty
Fellow Kevin Gallagher in collaboration with iPD ‘s José Antonio Ocampo and
Stephany Griffith-Jones.

Handbook of Latin American Economics

Latin
America has been central to the main debates on development economics, ranging
from the relationships between income inequality and economic growth, and the
importance of geography versus institutions in development, to debates on the
effects of trade, trade openness and protection on growth and income
distribution. Despite increasing interest in the region there are few English
language books on Latin American economics. This Handbook, co-edited by
iPD Co-President José Antonio Ocampo, aims
to fill this significant gap.

Capital Account Regulations for Stability and Development

In this policy brief, Kevin Gallagher from the Frederick S. Pardee Center for the Study of the Longer-Range Future and
iPD's Stephany Griffith-Jones and José Antonio Ocampo argue that capital account regulations (CARs) should be viewed as an essential tool in the macroeconomic policy toolkit. Based on discussions at the meeting on Managing Capital Flows for Long-Run Development in September 2011, the authors present an alternative set of guidelines for how and when CARs should be employed.

UNCTAD releases Policy Brief following iPD seminar on Debt Crises Resolution
“The Resolution of Debt Crises: The
Policy and Research Agenda”, was a one day seminar organized by UNCTAD and iPD,
held February 2011 at Columbia University. Following this seminar, UNCTAD has
finalized a set of proposed principles intended to establish clear
responsibilities for borrowers and lenders of sovereign debt. The principles will be presented to
governments at regional meetings to solicit their views and feedback and to
build consensus on implementing an internationally agreed set of such
principles in the future. Eventually, such principles could set a global
standard for the contracting of sovereign debt, against which to assess the
quality of contracts and the sustainability of debt.

iPD's Africa Task Force. This volume reflects the highlights of their deliberations. It includes a set of a papers by a diverse group of experts from the Task Force's meetings, supported by the Japan International Cooperation Agency (JICA) and the Brooks World Poverty Institute at the University of Manchester.Read more
