Elects Four New Partners

Rosenberg Martin Greenberg, LLP is pleased to announce the election of four of its associates as partners of the firm. Managing Partner Barry C. Greenberg said, “It is a very happy day when a firm like ours announces the elevation of four extremely talented lawyers who have been essential ingredients in the continued growth and success of RMG. Shari B. Domow Bacsardi (Business & Technology) represents investment funds, entrepreneurs, emerging growth and mid-market businesses, financial institutions, and government contractors in connection with corporate transactions, including finance and lending, venture capital, commercial transactions, and mergers and acquisitions. Shari also provides outside general corporate counsel representation to companies in a variety of industries in matters including business planning and advisory services, employment, general corporate and commercial contract negotiation matters. Shari is a graduate of Duke University (B.A., 1997, cum laude) and Georgetown University School of Law (J.D., 2000). She is a member of the Greater Baltimore Committee’s Business Coalition for Baltimore Bicycling Project Work Group, a founding Member of the Executive Board of The Baltimore Orchard Project, an active member of the Maryland State Bar Association, and is admitted to practice in Maryland and New York. Shari enjoys yoga, hiking and traveling.

Bob V. Galoubandi (Creditors’ Rights) exclusively represents banks, lending institutions, private lenders, and businesses in all aspects of real estate lending and troubled loan workouts, including: foreclosures, equipment liquidations, and litigation in and outside of bankruptcy. Bob is admitted to practice in all State and Federal Courts of the States of Maryland and Delaware, and has extensive experience in the United States Bankruptcy Courts. Bob is a graduate of the University of Baltimore, Yale Gordon College (B.A., 2002) and the University of Baltimore School of Law (J.D., with honors, 2005). Bob is a panel member of the Attorney Grievance Commission peer review panel, an active member of the Maryland and Delaware State Bar Associations, a frequent speaker at foreclosure and creditors’ rights seminars, and was named a Maryland Super Lawyers Rising Star for Bankruptcy and Creditor/Debtor Rights in 2013.

Caroline L. Hecker (Land Use/Zoning) has a unique practice which involves all aspects of land use and zoning matters, primarily in Baltimore City. She advises clients on all aspects of the entitlement and permit processes, including use restrictions, off-street parking requirements, storm water management, historic preservation, traffic mitigation, green building requirements, and inclusionary housing obligations, among others. She has assisted clients in securing land use approvals for significant real estate projects throughout Baltimore, and she has substantial experience in negotiations and proceedings before legislative and administrative bodies. In addition, Caroline has significant experience representing clients in judicial review and appellate proceedings when their land use approvals have been challenged. Caroline is a graduate of Tulane University (B.A., cum laude, 2002) and the University of Maryland School of Law (J.D., with honors, 2005). After graduating from law school, Caroline served as a law clerk to the Honorable W. Michel Pierson on the Baltimore City Circuit Court. She is a member of the bars of the State of Maryland, the United States District Court for the District of Maryland, and the United States Court of Appeals for the Fourth Circuit. Caroline is a member of Network 2000, Urban Land Institute Young Leaders, and the Maryland State Bar Association. She also serves as a Board Member of the Historic Charles Street Association. She was honored as one of Maryland Super Lawyers Rising Stars for Land Use in 2012 and 2013, and is admitted to practice in Maryland.

Jim Liang (Tax Controversy) represents individuals and entities during all stages of federal and state tax controversies and litigation. Prior to joining the firm, Mr. Liang was employed as a Certified Public Accountant, during which time he prepared individual, business and trust tax returns and performed audits and reviews of a wide range of businesses, including health care, real estate and casualty and life insurance companies. Mr. Liang received his LL.M in Taxation from the University of Baltimore in 2007. He is admitted to practice in the State of Maryland, the United States District Court for the District of Maryland, the U.S. Court of Federal Claims and the United States Tax Court. Mr. Liang is an active, licensed Certified Public Accountant in the State of Maryland. Mr. Liang also volunteers his time with the Maryland Defense Force, an organization which provides supplemental professional and technical support to the Maryland Military Department and the Maryland National Guard. In addition to providing legal assistance to Maryland National Guard units, MDDF legal professionals serve in each of the 23 counties in Maryland to ensure "local" legal support for every MDNG member and his or her family. He is an active member in the American Bar Association, Federal Bar Association, Maryland State Bar Association (Taxation Law Section), Tax Council, American Association of Attorney-Certified Public Accountants, and Board Member/President-Elect for the Asian Pacific American Bar Association of Maryland. Jim was honored as a Maryland Super Lawyers Rising Star in 2012 and 2013 for Tax, and was recently named to the Lawyers of Color Inaugural Hot List in 2013.
